It would really depend what you plan to use it for, is it going to be a site you regularly update or a static site?

I'd recommend using WordPress or Joomla, they're both pretty great, though WordPress is easier to work with in my opinion.

I have used some of the best CMS around the web and I can honestly say in terms of adding news and content that the three main ones are Joomla, WordPress and Nuke-Evolution. Nuke-Evolution is probably one of the best because it comes with pre-installed forums and has some of the best add-ons available. Many gaming clans/groups use it, as it really is that good.

What is your intended use of the website? This would alter my suggestion for you greatly. If the website is to be a blog i'd recommend WP. If you're manipulating this to be more than a blog I'd recommend Joomla & Drupal.

Joomla is easy to use, but not easy to develop. Go with Wordpress, with Google I can found tons of nice articles.

If you want a blog go for Wordpress. It is the best blog script with many tutorials.
If you want to build a website go with joomla. It is really easy to use

It depends what type of website you would like to build, whether it's a blog, or normal website. If it's a blog, I would use WordPress.org, it's a very easy software to install and use. If it's just a "static" site, then I would use Joomla, which is a widely supported CMS system. I haven't had much experience with it myself, but definitely give it a go!
