For free forums, check out the options Fantastico offers if you have Cpanel. I always recommend going for VBulletin if you can afford a license plus some fees for custom themes.

There are so many website which offers to create a forum(sub domain) free of cost but as i think if you will go for make your own web forum then first of all you will have to purchase a domain and server space then you can make your own web forum site and for this you have to pay $250 approx.
