In various parts of the forum, there are sticky threads with the rules. A perfect example is in the marketplace. Several of those sub forums have the same sticky topics. Rather than having all these sticky threads, wouldn't it be better to either

a) Have a global announcement which covers every section.

or

b) I'm not sure if this is a feature of VBulletin, but put the rules in the header of the section. Example:
