I don't think she means if they just come up with some lame "I have better things to do" speech, rather if their real life interferes. For example, lets say a staff member is in high school or college, and it's final exams. They're going to be busy as hell, and won't have much time at all to moderate a forum. For me, as long as they have a good reason for being inactive, and tell me ahead of time, I'd be alright with them being inactive so long as it's not some long term thing.
