
The site theme must look good, the site must have a banner/logo, the boards should all be done, all the mods installed and everything that goes with it . The site should be at least 90% finished . What are those 10% you ask well those are the things that you will have to add later like a member suggested board or mod.
First we should check it is user friendly or not.
Testing for potentional security holes is what I do just before releasing a website to the public.
I fill my forum with content. Make sure I have all the GFX I will need at the start and then get the advertising thread topic ready to post around. I put a lot of effort into the start of a forum.

I will make sure that my website is all OK in all aspects either in a content or graphics or alignment or errors. Once i am done, i will then publish the website.

It is annoying to go to opening sites with no working urls and the in construction banner is displayed around. Same with forums, you better be ready with rules, areas and some content, just like suggested above.
I like to have some sort of design and get rid as much as possible from the default look. I don't think we should hurry up to have them ready and it is best to sacrifice a bit more time to make it look good to you before 'releasing' it through advertisement.
First of all, we have to look what is our business and than we have to research or analyze the keywords for the site references and also try to approach unique content which helps you to prevent spamming.
Just make sure your website answers to what user is looking for, whether that be a information or buying a product. It must be made very clear to user as soon as he lands on your website.
Before releasing a site we need to check so many things like page loading speed, broken links,navigation of pages,browser compatability etc.....
Check all the links if there is any broken link, page load time, contact info and look at your site from the prospective of a general visitor to your site.
